Design Review

Our design review service aims to optimise the maintainability, operability and sustainability of the development in order to maximise its amenity for end users. It also assists in the control of service charges through minimising maintenance and energy usage. The earlier we are brought in to the design process the easier it is to effect change at minimal cost, maximizing the benefit of this service.

Life Cycle Costing and Planning

TSME recognise that the initial capital expenditure only reflects a small part of the total ‘life costs’ of the facility. As such, we consider the impact of life cycle costs as part of our design review service. Life cycle cost modeling is predominantly undertaken to ensure correct economic design choices are made throughout the design process, but it also helps to support budgetary cash flow predictions over the projected useful life of the project.

FM Strategy Development

The implementation of considered operational strategies bridges the gap between design and end user satisfaction.  Decisions on issues such as service delivery methods, management processes and the technology employed, all contribute to the success of FM operations.  A considered approach to managing the service areas of space, sustainability, MEP maintenance, health and  safety, security, cleaning and waste management should be reviewed and included into a single, synchronised strategy.

TSME can identify service level expectations and requirements and from these develop service specifications, Service Level Agreements (SLAs) and Key Performance Indicators (KPIs) to assure synergy between client expectations and the service delivered. This will in turn help to ensure a successful development.

Transition Management

TSME understands the multiple activities and programming requirements that need to be in place to ensure a successful transition from construction to operations. We draw on a wide depth and breadth of experience to act as client’s representatives and the link between the construction and maintenance phase in the life of the development.

Commissioning Management

TSME provides a service to oversee the management, programming and witnessing of testing and commissioning of projects to ensure that building systems meet or exceed their expectations for performance, efficiency, safety, sustainability, security and occupant satisfaction prior to acceptance of the facility.

O&M Manual Compilation

TSME can monitor and manage the production and provision of all operating and maintenance manuals and ‘as-built’ record information by the respective contractors.

Operational Planning & Building Handover Support

TSME offers full project management and co-ordination service of pre-operational activities to ensure a smooth transition from construction to operations.

Cost Modelling

Service Charge Estimation – production of estimated costs per unit rate for utilities and operational FM cognisant of property management issues, implications of STRATA and other such material consideration

Life Cycle Cost Modelling – production of fully functional cost models (editable) which are cognisant of local environment and any other such material considerations.  The model produced will be compliant with BS ISO 15686 – 5 Buildings and constructed assets – Service life planning – Part 5: Life cycle costing

Comparative Analysis – as part of ‘whole life savings’ estimation, comparison of two or more materials, components or systems to establish the ‘true’ cost in use across the useful life of the building.
